Ne postoje partikularne borbe…

Nekoliko reči o militarizmu, nasilju režima granica i kapitala

Fabrike municije u Kragujevcu neprekidno proizvode oružje i drugu opremu puneći džepove ratnim profiterima, podržavajući tako ubijanje civila. Većina oružja proizvedenog u Srbiji izvozi se u UAE (razume se pod kontrolom SAD) i možemo zamisliti gde odatle odlazi… Vlada Srbije sa ponosom najavljuje da će do jula biti završena nova fabrika municije u Užicu i da već ugovara poslove sa internacionalnim igračima1.

U isto vreme vojna i bezbednosna industrija kao i nacionalistički političari širom Evrope dobili su ono za šta su se zalagali godinama: Od oktobra 2016 “Evropska agencija za graničnu i obalsku stražu” (European Border and Coast Guard Agency) zadobila je više moći od Frontexa2. Kocka kapitalističke igre se vrti….

Prošle nedelje premijer Srbije, Vučić, predao je papir austrijskom kancelaru Kernu, moleći ga za carinski savez u cilju organizovanja kretanja robe (veliki deo ove robe je vojna oprema) preko granice. “To je moja ideja. Uručio sam ‘papir’ kancelaru Kernu, a ideja je da se napravi slobodna trgovinska zona i carinska unija, čime ćemo postati veće i atraktivnije tržište. Time bismo približili naše teritorije i zemlje na Zapadnom Balkanu, čime naši kamioni ne bi gubili po 20sati na granicama, već bismo smanjili čekanje na dva-tri [sata], a time bismo postali mnogo veće i atraktivnije tržište za investitore”, rekao je Vučić3.

Njegova prezentacija u toku priprema za izbornu kampanju ove godine nalik je sapunskoj operi, dok je istovremeno na hiljade ljudi zaglavljeno u Srbiji zbog ovih istih granica za koje kapitalisti žele da budu otvorene radi protoka kapitala.

Takozvana “izbeglička kriza” je nestala iz vesti ali je konstantno prisutna tamo gde ljudi pokušavaju da pređu militarizovane granice na kojima ih zaustavljaju, muče, ponižavaju i vraćaju nazad. Mađarski pogranični lovci i policija kao i hrvatska pogranična policija pokazali su novi nivo sadizma poslednjih meseci. Mučenje, kao što smo izveštavali i ranije i ilustrovali fotografijama povreda, često se sastoji od teranja ljudi da skinu odeću, polivanja hladnom vodom i primoravanjem ljudi da neodeveni čekaju na snegu i hladnoći po tri sata. Nije lako dokazati teška prebijanja koja se događaju jer granična policija najpre oduzima i lomi mobilne telefone, nakon čega počinje prebijanje metalnim palicama i drugim sredstvima. Posebno užasavajući način mučenja je premlaćivanje po bosim nogama. Nakon procedure mučenja polomljene telefone vraćaju, osim, naravno, ako naiđu na neki bolji model.

U Beogradu i drugim gradovima u srbiji država mora da se dokaže kao gospodar. Žandarmerija cirkuliše u velikim automobilima koje finansira EU, potpuno beskorisno u centru grada ili stoji ispred skvotova u kojima žive migranti u blizini železničke stanice. Ovo je deo operacije takozvana „ podrška susednim ne-EU zemljama koje su zatražile asistenciju na njihovim granicama kao i udruživanje službi međudržavnih vlasti protiv kriminalnih prelazaka granica.”4

Kako kažu naši drugari iz musaferat grupe:”Vojske na ulicama metropola došle su da još jednom dokažu očigledno, a to je da je ‘mir’ integralni deo procesa militarizacije.”

Dok veliki protesti protiv korupcije i mafijaškog sistema sadašnje vlade rastu, nivo prve zgrade BW (Belgrade Waterfront) sve je viši i viši. Mogli bismo pomisliti da će biti sve bolje, svetlije i lepše u Beogradu. U stvari, svesni smo da je džentrifikacija samo deo govnjive rupe u kojoj se nalazimo i ni jedna fensi zgrada ne može da sakrije opresivnu, anti humanu agendu države. Radnici IMT-a u protestu5, beskućnici na ulicama većih gradova, kao i ljudi u selima, razmišljaju kako će platiti vodu koja je privatizovana i ne mire se sa normalizacijom kapitalističkog nasilja.

Ograde su postale činjenica koju ne možemo ignorisati, ali one nisu jedina mesta na kojima se primenjuju nasilje i izolacija. Diskurs humanitarnih kampova stigao je i u srbiju. Ne možemo dovoljno puta ponoviti da kampovi nisu bezbedna mesta za ljude. To su ne-mesta koja nas podsećaju na kolonijalizam i  “vreme fašizma”. Prakse tih vremena, zapamćene kao “mračno doba” ljudske istorije, neodvojivi su deo savremenih kapitalističkih, takozvanih demokratskih država. Neki od ljudi koji su izbegli tokom poslednjih ratova u bivšoj Jugoslaviji, npr. iz Hrvatske u Srbiju, još uvek žive u kampovima, i mnogi nemaju nikakve papire. Treća je to generacija onih koji su bili prevareni nacionalističkom retorikom i obećanjima bolje budućnosti i leptirova.

Ovo je legat sistema kampova: to su mesta na kojima komesarijat protiv izbeglica i policija imaju potpunu kontrolu nad telima i životima ljudi. Izolovani na prenatrpanim mestima bez nade, oni su uhvaćeni, a država se jako trudi da naglasi, služeći se lažima, kako je na tim ne-mestima bezbedno i koliko im se pomaže. Važno je naglasiti da je ženama i pripadnicima LGBTQI populacije posebno teško da prežive u kampovima. Međutim, istovremeno, treba istaći koliko je pogrešna i diskriminatorna prezentacija singl muškaraca, kao potencijalnih vojnika koji su mogli da ostanu da brane svoju zemlju ili kao onih koji su po prirodi jaki i mogu da izdrže svako direktno i indirektno nasilje režima granica. Hladnoću, kišu, stres,glad, nedostatak odeće i kontakta sa familijom, bolesti… Sve ovo je bazirano na patrijarhalnom pogledu na društvo i društvene odnose. Ove konstruisane predstave nesalomljivog muškarca potrebno je demontirati i prevazići.

Tekući rat protiv migranata, kreiranje i proganjanje drugosti putem medija i državnih institucija služe utvrđivanju državne moći iznutra. Ove prakse i argumenti neophodni su vladajućim elitama, da bi nas odvratili od razmišljanja o bedi u kojoj se nalaze mnogi od nas. Potrebno je sprečiti organizovanu solidarnost koja bi dalje rezultirala borbom protiv militarizma, nacionalizma i granica.

Kao što uvek biva kada su na delu opresija i porobljavanje, pojavljuju se protesti i pobuna. U kampovima, u zatvorima, u samoorganizovanim prostorima u kojima se ljudi okupljaju. U januaru, velika grupa ljudi u skvotiranom skladištu odbijala je hranu danima ne bi li ukazali na to da su oni samoorganizovani pojedinci koji pozivaju na slobodu kretanja i dostojanstvo, ne na sažaljenje i milosđe. Protest u Harmanliju, u Bugarskoj6, još je jedan primer snažnog otpora sistemu militarizacije i granica, nakon kojeg je sledila okrutna kazna za učesnike protesta.

Zbog svega ovoga, važnije je nego ikad da se držimo zajedno, lokalci, putnici, … i da delimo duh revolucionarne solidarnosti. To je pitanje borbe za dostojanstvo. Naši prioriteti su rušenje militarizovanog sistema moći koji utiče na sve nas i koji nas razdvaja na izolovane pojedince, sabotaža kapitalističke infrastrukture, i podrška onima koji se odupiru.

There is no single-issue struggle…

Few words on militarism, border violence and capital

The ammunition factories in Kragujevac, Serbia, are constantely producing weapons and supplies filling the pockets of war beneficiaries, supporting the slaughter of civilians. Most of the weapon export from Serbia is going to UAE, an from there we can imagine where they end up… Until July of this year serbian govermnetn s proudly presenting that the new municion factory in Užice will be completed and has already deals with international players1 . At the same time the military and security industry as well as nationalist politicians all over Europe got what they have been pushing for years: Since October 2016 a “European Border and Coast Guard Agency” has been launched2, with more powers than Frontex. The dice of capitalist game is rolling…

Last week the serbian prime minister Vučić handed over a „paper“ to the austrian  chancellor Kern, begging him for a customs-union to facilitate the movement of goods (a high number of it is military „goods“) over the border. Vučić said “(…) the idea is to form a free trade-zone and a custom-union, through this we will become a bigger and more attractive market.Whith this our territories and the countries of the Western Balkan would become closer to one another, which would have the result that our trucks would not lose 20 hours at the borders, but we would reduce the waiting to two-three hours and this would make us a bigger and more attractive market for investors.”3

A soap-opera-like presentation in preparation of his election campaign for this year while thousands of people are being held stuck in serbia due to these same borders that liberal democracy needs to be open for a flowing of capital.

The so called„refugee crisis“ has dissapeared from the news. The crisis  is the normality in which  people who attempt to cross the militarized border are being stopped, tortured, humiliated and pushed back on the border. In this the hungarian border hunters  and police as well as the croatian border police have shown a new levels of masochism in the last months.

The torture  – that we have reported on before, publishing pictures of injuries – often consists of forcing the people to take of their clothes, putting cold water on them and then forcing them wait 3 hours in the snow or cold. Additionally there is severe beating that is hard to show proof because the borderpolice takes away peoples phones and smashes them,then the beatings start. With iron sticks or other tools . One specially disgusting way of beating is taking off the shoes of people and beat the bare foot. After the procedure the phones are given back. Exept if there is a better phone than of course it disappears.

Also in the city of Belgrade and the other cities around serbia, the state has to proof itself as the master. Gendarmerie is circeling in big  EU-financed-cars useless around the city center or staying in front of the migrant-squats next to the train station. In their terms this is an “operational support to neighbouring non-EU countries who ask for assistance at their border and share intelligence on cross-border criminal activities with national authorities4

As our comrades from musaferat-group have once put it: Armies in the streets of metropolises came once more to prove the obvious: that «peace» is an integral part of the military process.

While huge protests against the corruption and mafia system of the current government emerged, the level of the first BW (=Belgrade Waterfront)- builduings get higher and higher. We are supposed to think that everything will be better, brighter, nicer here in  Belgrade. But in fact we are aware that  this gentrification is part of the shithole we are in and no fancy buildings will cover the state and its oppressive anti-human agenda. The protest of the IMT-workers5 and the homless people in the bigger cities,  those in the village thinking about how to pay the water that is being privatized,  all this is showing that capitalist violence is still not accepted as a„normality“ .

The fences have become a fact that we can not ignore but also they are not the only place where isolation and state violence is applied. The humanitarian camp-discourse has also arrived in serbia now. As we can not repeat often enough: camps are not safe places for people. They are nonplaces that remind us of colonialism and other fascist times.Practices from those times , remembered as „dark times“ in history, as essential elements in the modern capitalist democratic state. People from the so called Balkan-wars (for example refugees from croatia who fled to serbia) are many still living in camps, some of them still don’t posses any documents. A third generation of people who have been fooled by a nationalist serbian state that was promising them own apartments and butterflies.

This is the legacy of the camp system:  a place where the state (in serbias case the Commesariat against refugees and the police) have the total control over the body and the life of peoples. Isolated in crowded places of not-hope – people are being held, and the state and its trying hard to emphasize the lies about how „safe“ it is for people there,how much they recieve „help“. Especially for women and LGBTQI people its a very difficult place to survive.

This has to be emphasized BUT at the same time the way how „single man“ on the move are always presented and disadvantaged in the system. As well as the potential soldier in the naional-militarist state, the„man“ is apparently „by its nature strong“ and can survive easily all the direct and indirect violence that comes from the Fortress (sleeping in the cold and rain, not having food or clothes,not bein in contact with family, sickness, …) – All this is based on a patriarchal view of society and social relations. This constructed image of a „unbreakable“ man needs to be dismanteled.

The ongoing war against migrants, the creation and persecution of the “other“in media and state-institutions is also having a function for securing the state power internally: This arguements and practices are necessary for the ruling elite in order to distract from the misery many of us live in. A concious solidarity should be prevented which would have as a result a war against patriotism and its militarism.

As it has always been where slavery and oppression rule: From time to time protests errupt. In the camps, in the prisons, in the self-organized spaces where people gather. A big group of people in the squatted warehouseswas refusing food for several days in january in order to call attention on the fact that they are selforganized individuals calling for freedom to move and dignity, not for pity or charity. The protests in Harmanli, Bulgaria6, was another example where resistance against the military-border-state-system is strong. It was followed by a wave of violent state-oppression.

All this makes it more important than ever for us to stick together locals, passengers,newcomers and share the spirit of revolutionary solidarity. This means fighting for dignity! Abolishing a military system of power that affects all of us and the individualization of  all of us.Standing together with people who resist and sabotaging the capitalist infrastructure is and must be our priority.
